Village of Fultonville

MINUTES OF SPECIAL MEETING FEBRUARY 5, 2018

 

Meeting opened at 6:02 P.M.

Present at the meeting:

Mayor- Linda Petterson-Law

Trustee- Robyn Rose

Trustee- Linda Denton

MAYORAL REPORT:

FFJWWTP/ Fonda: Tina went through payroll and benefits and two bills that the Village paid and taking into consideration the quarterly payment is if a 50/50 split then we are in a position to make up some money. This does not count bonds and loans. Mayor Peeler has agreed to work on the things that only Fultonville has paid. It looks like the Village may owe something after reviewing what has been paid. Fonda says it is paying their quarterly payment, however as of January there was no bank account to pay it to. Linda has filled out the forms to get a Tax ID number and it has gone to Mayor Peeler for his signature.

 

The $450,000.00 Bond at NBT has to be renewed. John Mineaux contacted Linda because his firm had worked on it in the past. Linda asked Brett to contact Mr. Mineaux.

 

Laberge payment: Laberge has suspended work at the due to lack of payment. WWTP has a bill of over 150,000.00 with Laberge, it has been running since 2011. Each Village is responsible for $75,000.00. The Village has paid our service fees.  We need to keep Laberge because if there is a miss step the Village would become liable for the whole thing. Linda will sign change orders once board members have a chance to look them over and send them in. Linda request that the board authorize a partial payment to Laberge in the amount of $20,000.00 to get them back on board and then workout some sort of plan with them. All board members are in favor. The Village does have the money to make payments and will have to look at other things we wanted to do. Robyn would like an updated budget to see where we are and how much we have. The Village cannot payout over the amount of the budget that was sent to the state.

 

Trustee Rose asked how making these large payments would affect our budget. The Mayor told her that it’s not good. In January 2017 the clerk transferred $100,00.00 form the reserve account to cover the Villages regular bills. 

 

STATE OF THE VIILAGE FINANCES: We have a little over $90,000.00 in NBT and have revenue coming in. We are now collecting from revenue sources that have never been accessed before (i.e. tipping fees, dump trailer usage etc.) Tina will have budget ready for February meeting.

 

TOWN OF GLEN: Th water/Sewer agreement between Fultonville and Town of Glen expired in 2009. This has been sent to Brett and Linda will send a letter to ask if they would like to work with us get it to a point that would be agreeable to both. Mr. Ossenfort believes the Village has to have an agreement with the County for the industrial park. The Town hasn’t reached out in any capacity. The Village cannot fulfill the amount of water per day Lysik is asking for, our pumps are to old.

 

NICK SHEPERD: Nick has been working alone for a while and has done a good job. Rob Allen put the new part in the diesel truck and got Nick back on the road. 

 

OLD BUSINESS:

EMPLOYEE HANDBOOK: There are some things that need attention. Linda has made some changes as well as Robyn and need to sit down and review again.

MOTION MADE BY:  Trustee Rose To Accept Resolution 01-08, 2018 To Change Back Up Meeting Night, Seconded by Trustee Denton. All Ayes and No Nayes. Motion Passed.

 

APPOINTMENTS: Ron Kasza- Street and Water Commissioner-1, 6 months probationary start 2/6/18 Motion by Trustee Rose Seconded by Trustee Denton, All Ayes and No Nayes. Motion Passed.

                                   Jeremy VanValkenburg- Street and Water Commissioner-2, 6 months probationary start 2/20/18. Motion by Trustee Rose Seconded by Trustee Denton. All Ayes and No Nayes. Motion Passed.

                                   Nick Sheperd- Animal Control Officer, 6 months probationary. Motion by Trustee Rose Seconded by Trustee Morford. All Ayes and No Nayes. Motion Passed.

 

VILLAGE ELECTION: March 20, 2018, 1-9 P.M.

MOTION MADE BY:  Trustee Denton To Accept Trustee Morford’s Rescinding of his Resignation of his Trustee’s Position and to Decline the Assignment to fill Trustee Quackenbush’s Vacated Position., Seconded by Trustee Rose. 3 Ayes and No Nayes 1 Abstain. Motion Passed.
