MINUTES OF MONDAY SEPTEMBER 21, 2020 REGULAR MEETING

 

Meeting opened at 6:00

Present at the meeting:

Mayor- Linda Petterson-Law

Trustee- Linda Denton-

Trustee Timothy Morford-

Trustee- Stephen Helmin-

Trustee- Jolene Hornbeck-

 

Motion by Trustee Helmin to move Public Comment to the beginning of the meeting due to concerns regarding maximum occupancy with COVID19 rules. Seconded by Trustee Denton. AII AYES and NO NAYS. Motion Passed.

 

PUBLIC COMMENT:

It was asked what is going to be done with the building at 33 Main St. that burned. The process was explained and that it is now in the hands of the owner and his insurance company.

 

Snyder Park: The Mayor advised that the park is closed and will remain so until spring. Mary Ann Kruger asked what are the children supposed to do. There is no school, no sports, and here are kids going up and down the street. The Mayor explained she can’t be at the park 24/7 and the police aren’t doing anything. The Mayor then read a list of things that have been happening in the park. MaryAnn Kruger stated she knows of parents that are interested in helping. The Mayor stated that is a liability. The Mayor stated that the park is on the agenda to start a watch group in the Spring. At this point in time, unless we can get cooperation from the Sheriff’s Office to enforce the complaints the people have made, I don’t see it opening until the Spring.

MaryAnn Kruger suggested that when someone new moves in that we do a “Welcome Wagon”, bring a little something and introduce themselves. All agree that is a nice idea.

AUDIT OF THE MONTHLY BILLS TO BE PAID:

MOTION MADE BY Trustee Denton, to Accept the Audit of the Bills and to Pay those Bills for the month, Seconded by Trustee Helmin. All AYES and No NAYS. MOTION PASSED

 

MAYORAL REPORT:

Snyder Park: Trustee Helmin brought up the idea of contracting with the Sheriff’s office to hire a deputy part-time. The Mayor stated she wants to meet with the Sheriff. Mayor would like to either move the gazebo or take it down.

Motion by Trustee Helmin to institute a Task Force of no more than two Village Officials and community volunteers, with the first meeting being no later than one month from today. Seconded by Trustee Morford, ALL AYES and NO NAYS, MOTION PASSED.

Board members are Jolene and Steve, and from the community MaryAnn Kruger.

 

Grant 16: Center St. portion seems to be almost done. The Clarifier has a leak in it and they will be back to look at it. Broad St. project should begin in October.

 

Corona Virus Update: Numbers are up.

Summary of the Month: Elections were held.

 

BOARD MEMBERS/STAFF REPORTS:

Trustee Helmin:  He attended the Town of Glen meeting and Supervisor Thomas asked about the water agreement. He updated the website, but it still needs work.

Trustee Denton:  Received calls about the closing of Snyder Park. The grass at 3 Ann is growing over. Have Jim cite them. Have DPW trim the lower half of Upper Franklin St. back from road.

Trustee Morford: There is an unlicensed vehicle behind Lost Boyz building, have Jim check into it.

Trustee Hornbeck: Nothing at this time.

 

Fire Chief’s: attached

Public Works: attached

Code and Zoning Enforcement: attached, Trustee Helmin brought up the vacant property on Prospect St. and that it should continue to be cited for non-compliance, there was a general consensus that this should occur.

Water Department: attached

Animal Control: attached

Waste Water Treatment Plant: attached

Zoning and planning Board: attached

 

OLD BUSINESS:

WWTP: The Village has been reimbursed for June and Julys payroll. Fonda did not make its early payment, they stated they were short money.

 

TOG Water Agreement: Please look it over, to be brought up at next month’s meeting.

 

NEW BUSINESS:

Code Modifications and New Codes: Please look them over, to be brought up at next month’s meeting.

Fall Clean Up: October 21st and 22nd. Dumpster available October 23rd.

Trick or Treat: October 31st from 4pm to 6pm.

Zoning maps and Speedbump maps were distributed.
