BOARD MEMBERS/STAFF REPORTS:

Trustee Helmin: Submitted a proposed agenda for next JWWTP meeting, want to keep it very limited to the WWTP issues only. Tentative meeting date of Tuesday 2/26/19 here. Tina unable to make it. Please send to Steve any issues you may have. The Mayor stated she has an issue with the figures printed in the Recorder. It is a joint meeting no one is in charge. The two Village treasurers should not be working on this, it should be a separate entity. There is no accounting or payroll software in place for the WWTP. Steve suggested a quickie spreadsheet for the 8 quarters from 2017-2018 and 2018-2019 showing who paid what.

Side walk clearing- would like a public hearing designating Riverside Dr and Main St aa priority sidewalks If sidewalks are not cleared in 48 hours the Village DPW will clear them and the property owner would be charged. Trustee Morford doesn’t think you can differentiate streets. The Mayor suggests sending a letter with the water bills stating this is our code and we would like it followed. Get the facts together and then a public hearing can be scheduled. Potential grant through Preserve New York State for the Reformed Church, they need to be in a historic district w, which we do not have yet. Streetlights at Truckstop’s of America- per National Grid the Village doesn’t pay for any streetlights on Riverside Dr. We can add lights if needed.

Trustee Denton: All what Steve said. She spoke about her past-experience on the JWWTP Board

Trustee Rose: Nothing

Trustee Morford: Green burial pricing, do we want to increase it? Tim has received 3 calls. There was a meeting between Grant and the Methodist Church, Grant did not attend. Grant stated the church was going to get back to him and they didn’t. He has been instructed to contact the church. The Methodist is paying $1,000.00 currently for the replacement of the sign.

Fire Chief’s: attached, Bill to give an estimation/ specs for new truck and an RFP will be done. Budget process has begun Fire Department to stay the same, Bill to give verification of annual budget spent.

Public Works: attached, Trustee Helmin acknowledged the damage at the park was done by the accident. Trustee Helmin asked about clearing the sidewalks around the parks and Ron stated they are done regularly.

Code and Zoning Enforcement: none

Water Department: attached, Trustee Morford asked about the field test. Don has the results. Trustee asked about the Brine tank work, how long will it last. The Mayor said she will ask Don. The Clerk explained that Don needs 20 households to test water at twice a year. Letters will go out and all board members volunteered.  

Animal Control: nothing

Waste Water Treatment Plant: attached

Zoning and planning Board: attached, still trying to get a third member.

 

MAYORAL REPORT:

WWTP- Thank you Steve for all you are doing. Have set down with Doug Cole to start the FEMA process moving. She gave a brief history of the FEMA grant and the $450,000.00 Bond, and what we need to find to hopefully get more money. The Mayor will be meeting with Doug again in the next week or so.

Budget process- We are going to be bidding out for trash services and insurance. Once Tina gets the budget put together the budget workshops will begin.

Grants- Grant 14 and 16, not sure where Fonda is getting their figures from. Previous deals were by handshake only.

Demolition Permit- Need to know when thing effect our tax base. We must have a plan to make sure all State, Federal and EPA regulations are being followed. Grant will have to write the code, and a public hearing will be set.

Acceptable Use Policy- working

Mass Gathering Code- Concerns and questions were made by Bob Rose III of the Lost Boyz. The board requests that they notify the office of scheduled tentative events and when an event is added. The permit is good for 1 year. Changes are to be made to the code.
