MOTION MADE BY: Trustee Denton
To Approve the Minutes of the November 19, 2018 as corrected, Seconded by
Trustee Morford. All Ayes and No Nays. Motion Passed.
AUDIT OF THE BILLS:

MOTION MADE BY: Trustee Denton To Accept the
Audit of the Bills and Pay those Bills for the Month, Seconded by Trustee
Helmin. After some discussion, All Ayes
and No Nays. Motion Passed.
BOARD MEMBERS/STAFF
REPORTS:
Trustee
Helmin- Draft of Sexual Harassment Policy was emailed to each Board Member,
Town of Glen voted
to cancel the fire
contract with the Village.
Trustee
Denton- Question on 3 Ann St., also chlorine smell in water.
Trustee
Morford- Received network cables for the water room, and quotes for routers for
others. Forgot sign information again.
Fire
Chief- Nothing this month.
Public
Works- Report attached
Code
and Zoning Enforcement- Report attached
Water
Department- Report attached, received new truck.
Animal
Control-
Waste
Water Treatment Plant- Report attached DEC did an inspection today and they
will write up a report. Trustee Helmin- questioned about taking in septic, a
decision was never made. He also asked what the tipping
fee is to receive
waste, Justin never knew
Zoning/Planning
Board- Nothing this month.
MAYORAL REPORT:
WWTP-.
Mayor Peeler would like a meeting before Christmas, letter sent to Brett.
Suggested meeting date of
January 8, 2019 to be sent to
Mayor Peeler.
Water
Meter Replacement- Checking on ability to modify current meters for Town of
Glen District 2, Culligan
and 2 Van Epps still need to be
done.
Thruway
Project- On going, Brett is reaching out to get right of way all around the
entire building.
Water
shutoff- Two homes were shutoff, both were empty. Two people were given extension,
back bill to be paid by date on new bill that went out today. New bills went
out, no need to be scared.
Fire
Contract- The Town of Glen did vote to not re-up the contract with the Village.
Spoke with Bill and Tina it was money in and money out. Next year the Fire
Department will have to provide a budget of how they will operate and the
Village will have to assess that in our budget process to make sure that the money
is there to cover their expenses because they belong to the Village of
Fultonville. What will happen to the residences that were covered by our
district, their homeowner’s insurance will now go up. Glen Park will also be
affected.
National
Grid- We were contacted by a company working with National Grid to replace all
street lights with LED as needed with no expense to the Village. Steve
questioned the other quote for lighting in the building. We are not going
forward with anything until he brings his packet in. He is working with
National Grid and the State. The information handed out tonight is just
informational. Steve asked how the building piece came about, is he a salesman,
is it something National Grid drove and he was assigned to us? Tim said that
they tell you they are working with National Grid, but most of the time they
are not. Steve asked if there were other competing company’s and if we should
get quotes. Currently, we are not going ahead with anything.
Steve
asked how many meters we were keeping. We are keeping 10 for future use. He
also asked how long this model will be available. They have been installing
this model for 5 years and they are good for 30 years.
OLD BUSINESS:
Trenching
policy enclosed for review.
Acceptable
use policy for internet use. All using the Village internet will have to sign.
We are not going forward with the extension of the Wi-Fi until this process in
completed. The Fire Dept can be petitioned off to another network so they would
not be available to the Village network.
Steve
asked if we just renewed our agreement with Spectrum. Steve would like to talk
them into Village wide Wi-Fi.
New
truck is here and the plow goes on December 26, 2018

To Accept Resolution 12-01, 2018, to Create Local Law #5-2018, Village Code 66,
Mass Gatherings Seconded by Trustee Morford. Motion by Trustee Helmin to Table
this Resolution, Seconded by Trustee Morford. The
Motion was tabled.

To Accept Resolution 12-02, 2018 to Amend the 2018-2019 Operating Budget for
General Code, Seconded by Trustee Morford. All Ayes and No Nays. Motion
Passed.

MOTION MADE BY: Trustee Helmin
To Accept Resolution 12-03, 2018 to Amend the 2018-2019 Operating Budget for
New Truck, Seconded by Trustee Denton. Trustee Helmin asked what would be left
in the fund balance after the two transfers are done. All Ayes and No Nays. Motion
Passed.
PUBLIC COMMENT:
AnnMarie
Rose asked who pays for the street lights in Paleen Manor. They feel that their
power is connected to the street light. National Grid has sent them letters
stating they use more power than anyone else in village.
Bob
Rose III and the Lost Boyz Club. were here to respond to the letter sent by the
Mayor. Mayor Petterson-Law explained that the letter was in response to
complaints from Village residents. It is not meant to keep them from having
events, but we need to work within the code. Mayor asked that they be community
friendly (ex. No loud engines late at night, snow removal, etc.) We are happy
to have them in the village. Trustee Denton asked that when they are under the
thruway over pass at night that they stay out of the road, don’t stand in the
road. She almost hit someone one night. Addressed the drinking of alcohol on
the street. They are open to the public.
