MINUTES OF AUGUST 20, 2018 MEETING

 

Meeting opened at 6:00

OPENING OF BIDS:

MOTION MADE BY:  Trustee Denton To Accept Resolution 08-05, 2018 Accepting Bids for Surplus Equipment, Seconded by Trustee Rose. Ayes and Nays. Motion Passed.

Trustee Helmin asked if bids were close to what the equipment was worth. After discussion the Board agreed to accept all bids.

AUDIT OF THE BILLS:

BOARD MEMBERS/STAFF REPORTS:

Trustee Morford: Nothing currently. He can help with the sign.

Trustee Rose: Nothing currently.

Trustee Denton: Asked if we are keeping the dumpster. The dumpster will be removed August 31, 2018. Asked about Grant’s court appearance. Mentioned that Michael’s Diner had dirty water.

Trustee Helmin: Attended the Town of Glen meeting, they changed zoning rates. Noticed work started on cleaning up the bike trail, thank you.

Fire Chief: see attached

Public Works: see attached, flushing will take place August 28th and 29th. Chips funding was discussed. Putting speed sign on 30A. Dry Dock Creek- need 2 keys for Fire Department. Ron to train fire department as well as Trustee Morford.

Code and Zoning Enforcement: see attached, both trailers that were in the road have been removed.

Water Department: see attached

Animal Control: see attached

Zoning/Planning Board: see attached

 

MAYORAL REPORT:

WWTP Meeting with Fonda- August 21, 2018 at 6:00 p.m.: We sent a F.O.I.L. request for some document, didn’t set well. We rescinded the F.O.I.L. request, but did ask for 2011-2015 WWTP budgets. We are putting together comprehensive payments for the WWTP. Met with Brett any payments made on the WW grants can be deducted from our quarterly payments. We want the treasurer to be employed by the WWTP, not either of the village treasurer. Both Villages will closely monitor the WWTP. One WWTP Board Member asked why he wasn’t included in the meetings. His term ended May 31, 2018.

 

Laberge: Went to Office of Community Renewal. in Albany. Vickie and Sarah are working on the dedicated files. Included in packet is copies of the Inter-municipal Agreement that Brett drew up and the WWTP agreement with Fonda. Both Villages must sign before 2016 can start. There is some discussion on 2014.

 

Water Meter Report: We have received our first shipment of meters. Postcards have gone out. Someone asked about opting out of the new meters, opting out means no municipal water or sewer.  Mayor Petterson-Law spoke about her personal meter reading.

OLD BUSINESS:

Revision of Employee Handbook: Working

Facebook Page: Sarah is trying to get this going. Need to create another persona for Sarah to get an account opened.

Village Sign: Patrick Taft was here to explain how it would need to be done for the village to take over control of the sign. We don’t have a direct line of sight. Upgrade would be $2,840.00. Trustee Morford had multiple questions.

 

FEMA Recoup WWTP: WWTP does not have flood insurance and this could hinder the recoupment.

 

Sale of Surplus Village Equipment: What to do with what didn’t go? Trustee Morford and Trustee Helmin suggest putting everything on Craig’s List.

MOTION MADE BY:  Trustee Helmin To Accept resolution 08-06, 2018 to Adjust Initial New Meter Readings, Seconded by Trustee Morford. All Ayes and No Nays. Motion Passed.

 

Signs: No dumping signs have been ordered.

New Tire Policy: Tires will be taken by the Village at a cost of $12.00 per tire.

Purchase of new table for meeting room.

Mayor Petterson-Law signed to add a street light to our National Grid bill.

Discussion about the trailer park not being hooked up to a water meter. The owner has received two fee notices for $500.00 per month for July and August.

 

PUBLIC COMMENT:

Terri Vrooman from the Fultonville Reformed Church asked that the Reformed Church be looked at to see if the church can be changed from commercial to residential. Also asked o have lines painted in the parking lot. It is a village parking lot.
