MINUTES OF OCTOBER 16, 2018 MEETING

 

Meeting opened at 6:00

Present at the meeting:

Trustee- Robyn Rose

MINUTES OF PREVIOUS MEETING:

MOTION MADE BY:  Trustee Helmin To Approve the Minutes of the September 17, 2018, as corrected, Seconded by Trustee Rose. All Ayes and No Nays. Motion Passed.

 

AUDIT OF THE BILLS:

MOTION MADE BY:  Trustee Rose to Accept the Audit of the Bills and Pay those Bills for the Month, Seconded by Trustee Helmin. Ayes and Nays. Motion Passed.

 

BOARD MEMBERS/STAFF REPORTS:

Trustee Morford: Has found four vendors for the Village sign. Will be hooking up the cameras on the outside of the building for dumpsters next week. Laptops will be in tomorrow. Laptops will stay in house

Trustee Rose: Can we get a new budget status have the bills are paid.

Trustee Denton: Open house bike night at Lost Boy’z past Sunday. Traffic congestion, no traffic control, and no traffic vests. Called the Sheriff’s and was told they would send someone. They had one bike in north bound lane under the thruway and one at the crosswalk stopping traffic so a bike could spin its tire in the middle of the street creating a lot of smoke. Open containers in the street, and congestion. Linda almost hit one because they were in the road and she had to blow her horn. Mayor Petterson-Law will send a letter to both the Sheriff’s office and New York State Police.

Trustee Helmin: He was able to make the staff meeting.

Fire Chief’s Report: Attached, Fire Department need password to WIFI. 

DPW Report: Attached, please pick up garbage at end of bike trail. 

Code and Zoning Report: Attached, had a resident contact office trying to get ahold of Grant. Steve asked about the camper at the end of Broad St.

Water Department Report: Attached, the trailer park is complete.

Waste Water Treatment Plan Report: Attached

Zoning/Planning Board Report: Attached, may have someone interested in being on the Zoning Board

 

MAYORAL REPORT:

WWTP: there is a letter included that went to Mayor Peeler along with the checkbook and all bills. Mayor Petterson-Law is a signer on the account.

Water Meter Replacement Report: 192 meters have been installed. Leak report was presented.

Thruway Project: Thruway wants to fix back bank. A survey of our property needs to be done and a request for Certificate of Occupancy. Brett has requested a scope of work. Trustee Morford asked if could get a scope of maintenance. Motion made by Trustee Morford to have survey done seconded by Trustee Helmin. All Ayes and No Nays Motion Passed.

Village Wide Clean Up: has been discussed.

FEMA: working on matching up vouchers and payments.

OLD BUSINESS:

Facebook page is up and running

Halloween: Trustee’s Rose, Denton, and Helmin plan to be in the park.

NEW BUSINESS:

The Mayor received a complaint about the Methodist Church yard being used as a doggy potty. Tom Pullen will be notified. Ron to put up a sign. There was also discussion regarding horses on

MOTION MADE BY:  Trustee Rose To accept Resolution 10-01, 2018 to rescind resolution 08-06, 2018, Seconded by Trustee Helmin. All Ayes and No Nays. Motion Passed.

A lengthy discussion took place.

MOTION MADE BY:  Trustee Morford to accept Resolution 10-02, 2018 Authorizing the Mayor to Handle Individual Water Meter Cases, Seconded by Trustee Helmin. All Ayes and No Nays. Motion Passed.

MOTION MADE BY:  Trustee Rose To accept Resolution 10-03, 2018 to Establish Code for Subdivision of Land, Seconded by Trustee Morford. All Ayes and No Nays. Motion Passed.

Trustee Helmin had a question regarding if a S.E.Q.R. form would be needed.

Motion by Trustee Helmin to postpone further discussion to Public Comment for a resident that needed to leave.

Motion by Trustee Helmin to reopen the discussion on the resolution.

PUBLIC COMMENT:

James Murray: home didn’t have a meter and asked about past billing. He was upset about conflicting information given by East National.

Alan Taylor had problems with installer not keeping his appointments. He also asked about Village wide pickup.

Trustee Helmin has volunteered to update the sexual harassment policy.
