MINUTES OF JULY 16, 2018 MONTHLYMEETING

 

Meeting opened at 6:00

Present at the meeting:

MINUTES OF PREVIOUS MEETING:

MOTION MADE BY:  Trustee Helman To Approve The Minutes of the April 16, 2018, as corrected Seconded by Trustee Denton. All Ayes and No Nayes. Motion Passed.

 

AUDIT OF THE BILLS:

MOTION MADE BY:  Trustee Denton To Accept the Audit of the Bills and Pay those Bills for the Month, Seconded by Trustee Helman. Ayes and Nayes. Motion Passed.

 

BOARD MEMBERS/STAFF REPORTS:

Trustee Rose: had nothing

Trustee Denton- asked about the cost of the installation of water meters. Asked about moving forward with dumpster removal. Reached out to Ryan Snyder regarding the splash pad. Asked about the electronic sign. Asked for clarification of the “Linda’s” when referring in minutes.

Trustee Helmin- Letter to Zoning Board to please get started on the Comprehensive plan. Look for the maps at the county.

Animal Control: see attached

Waste Water: see attached

Zoining/Planning Board; see attached

 

MAYORAL REPORT:

WWTP Meeting with Fonda took place on July 10 and will meet again on August 7 in Fonda.

Code Change setting public meeting for before August 20th meeting regarding water payments.

Water Meter report- Ti and East National have been sent all necessary paperwork.

Board Vacancy- have not received anything from Tim.

Meeting with OCR- Re; CDBG #16- Linda attended the meeting and Steve and Mayor Peeler called in. It was determined that we would have to start from the beginning.

 

OLD BUSINESS:

Splash Pad- investigating the possibility of opening in the spring.

Dumpster: Notice will be put on the website.

MOTION MADE BY Trustee Denton, Seconded by Trustee Helmim to remove the dumpster that is in the parking lot effective 8/31/18. All AYES and No NAYES. MOTION PASSED

Bond Counsel Reimbursement: Yes the Village will be reimbursed through the grant.

FEMA recoup- WWTP insurance policy was given to FEMA. FEMA had directed Mayor Headwell to purchase flood insurance, which it appears he did not.

Laberge payment: requested an itemized bill. Received three that were all different.

 

NEW BUSINESS:

MOTION MADE BY Trustee Denton, Seconded by Trustee Helmin to Accept resolution 07-01, 2018 to Amend the 2018-2019 Operating Budget. All AYES and No NAYES. MOTION PASSED

MOTION MADE BY Trustee Rose, Seconded by Trustee Denton to Accept Resolution 07-02, 2018 to Acknowledge Qiaurterly Payments to the FFJWWTP. All AYES and No NAYES. MOTION PASSED

MOTION MADE BY Trustee Denton, Seconded by Trustee Helman to Accept Resolution 07-03, 2018 to Acknowledge Change to the Joint Sewer Contract. All AYES and No NAYES. MOTION PASSED

MOTION MADE BY Trustee Helmin, Seconded by Trustee Denton to Amend Village Code Chapter 135. All AYES and No NAYES. MOTION PASSED

 

Street signs- New signs have been put up regarding the requirement of building and peddler permits at each entrance to the Village.

Community Garage sale will be August 10th, 11th, and 12th.

LED Street Light Program- Sarah submitted our last six months of bills to see how much the Village could save.

Old and unused Village equipment will be available to view on Friday during the Garage Sale. Bids will be taken.

Playground- Possibility of an upgrade, maybe a NERF area.

 

PUBLIC COMMENT:

Allan Taylor of Paleen Manor spoke about the proposed Methodist Church on Paleen Corner
